Borrower: BJC Health System, a nonprofit corporation organized under the laws of the State of Missouri (the “Borrower”)

Project/Plan of Finance Details/Notes:  The Authority will hold a public hearing at its office (address above) and participants may join via telephone (telephone number above) on February 17, 2026 at 10:00 A.M. regarding a plan of finance to issue one or more series of tax-exempt qualified 501(c)(3) health facilities revenue bonds, notes or commercial paper in an aggregate principal amount not to exceed $940,000,000 (the “Obligations”) for the benefit of the Borrower and its affiliates, the proceeds of which are expected to be used for the following purposes:

  • Refund $90,000,000 outstanding principal amount of Tax-Exempt Commercial Paper Notes (BJC Health System Tax-Exempt CP Program), the proceeds of which were used to finance, refinance, and reimburse the costs of certain health care facilities and furnishings, software and equipment for health care facilities including the following: (a) $10,000,000 for the continuation of Phase 3 and Phase 4 of the campus renewal for projects at or near Barnes Jewish Hospital, and (b) $80,000,000 for an outpatient cancer care center known as the Siteman Cancer Center, both of which are located on the Kingshighway Campus.
  • Finance, refinance and reimburse all or a portion of the costs for the acquisition, construction, renovation and improvement of health care facilities and the purchase of equipment, furnishings and software for the Borrower and its affiliates health care facilities including the following: (a) $310,000,000 for capital projects to be located at or near Barnes-Jewish Hospital, including the continuation of Phase 3 and Phase 4 of the campus renewal, and other capital projects at or near St. Louis Children’s Hospital and throughout the Kingshighway Campus; (b) $150,000,000 for capital projects, including but not limited to a virtual care command center and other information technology projects, to be used throughout the hospital system and primarily operated out of BJC HealthCare; (c) $20,000,000 for capital projects to be located at or near Barnes-Jewish St. Peters Hospital, (d) $11,000,000 for capital projects to be located at or near Missouri Baptist Medical Center; (e) $16,000,000 for capital projects to be located at or near Missouri Baptist Sullivan Hospital; (f) $6,000,000 for capital projects to be located at or near Barnes-Jewish West County Hospital; (g) $40,000,000 for capital projects to be located at or near Christian Hospital Campuses; (h) $115,000,000 for the construction of a new children’s specialty care center on approximately 15.51 acres to be located at St. Louis Children’s – Children’s Specialty Care Centers Wentzville Campus, (i) $16,000,000 for capital projects to be located at or near Behavioral Health South; (j) $100,000,000 for approximately 133,000 square foot new pediatric outpatient center to be located at St. Louis Children’s – Cox Health, (k) $55,000,000 for a new 77-bed acute care pediatric mental health hospital to be located at the St. Louis Children’s Hospital & KVC Missouri Campus (l) $60,000,000 for capital projects to be located at or near Alton Memorial Hospital Campus; (m) $35,000,000 for capital projects to be located at or near Memorial Hospital – Belleville Campus; (n) $2,500,000 for capital projects to be located at or near Memorial Hospital – Shiloh Campus; (o) $1,500,000 for capital projects to be located at Progress West Hospital; (p) $1,000,000 for capital projects located at Parkland Health Center;  and (q) approximately $1,000,000 of estimated costs for system wide capital projects to be located as each of the locations and Other Missouri Facility Locations described below.

Description of Locations:

Alton Memorial Hospital Campus – principal address of One Memorial Drive in Alton, Illinois (generally bounded by College Ave. on the north, Rock Springs Dr. on the east, Brown St. on the South and Central Ave. on the west).

Barnes-Jewish Hospital – South County Campus – principal addresses of 5225 and 5201 Midamerica Plaza in St. Louis, Missouri.

Barnes-Jewish West County Hospital – principal address of 12634 Olive Blvd. in St. Louis, Missouri (generally bounded by Olive Blvd. on the north, Barnes W. Dr. on the east, Hope Montessori Academy-Creve Coeur with an address of 900 N. Mason Rd. on the south, and Executive Pkwy Dr. on the west).

Barnes-Jewish Hospital and St. Louis Children’s Hospital Campuses (collectively, the “Kingshighway Campus”) principal addresses of 425 S. Euclid Ave. and One Children’s Place in St. Louis, Missouri and other capital projects on the Barnes-Jewish Hospital and St. Louis Children’s Hospital campuses (bounded by Laclede Ave. on the north, S. Sarah St. on the east, Clayton Ave. on the south, and S. Kingshighway Blvd. on the west).

Barnes-Jewish Hospital Orthopedic Center – 14532 S. Outer Forty Rd. in Chesterfield, Missouri

Barnes-Jewish St. Peters Hospital – principal address of 10 Hospital Drive in St. Peters, Missouri (generally bounded by Interstate 70 on the North, Jungermann Rd. on the east, Mexico Rd. on the south, and BJC-Saint Peters Dr. on the west).

BJC Corporate Health Services – 8300 Eager Road and 5000 Manchester Ave. in St. Louis, Missouri.

BJC HealthCare – 4249 Clayton Ave., 4901 Forest Park Ave, 4590 Children’s Place, and 3630 S. Geyer Road in St. Louis, Missouri and 2299 Technology Dr. in O’Fallon, Missouri.

BJC Home Care –1935 Beltway Dr. in St. Louis, Missouri.

Behavioral Health South – 3700 South Lindbergh in St. Louis, Missouri.

Christian Hospital Campuses –11133 Dunn Road in St. Louis and 1225 Graham Rd. in Florissant, Missouri.

Memorial Hospital – Belleville Campus – principal addresses of 4500, 4550, 4600, 4700 and 4315 Memorial Drive in Belleville, Illinois (generally bounded by Frank Scott Pkwy W. on the north, E. Park Dr. on the east, N. Park Dr. on the south, and Dapron Dr. on the west).

Memorial Hospital – Shiloh Campus – principal address of 1404 Cross St. in Shiloh, Illinois (generally bounded by Hwy 50 on the north, O’Fallon Township Line Rd. on the south and east and Cross St. on the south and west).

Missouri Baptist Medical Center – principal address of 3015 North Ballas Road in St. Louis, Missouri (generally bounded by Interstate 64 on the north, N. Ballas Rd. on the east, Jess G. Harmon Dr. on the south, and Interstate 270 on the west).

Missouri Baptist Sullivan Hospital – 751 Sappington Bridge Rd. in Sullivan, Missouri and 965 Mattox Drive in Sullivan, Missouri

Parkland Health Center Campuses – 1101 West Liberty St. in Farmington, Missouri and 7245 Raider Rd. in Bonne Terre, Missouri.

Progress West Hospital – 2 Progress Point Parkway in O’Fallon, Missouri.

St. Louis Children’s – Children’s Specialty Care Centers – South County Campus at 5114 Midamerica Pl. in St. Louis, Missouri, West County Campus at 13001 N. Outer Forty Rd. in Town and Country, Missouri, and Wentzville Campus to be located at the northwest corner of the intersection of Wentzville Parkway and Highway 61 (generally located south of Hwy 61 and north of Wentzville Pkwy) in Wentzville, Missouri.

St. Louis Children’s – Cox Health – 3801 South National Ave. in Springfield, Missouri.

St. Louis Children’s Hospital & KVC Missouri Campus – principal address of 330 N. Gore Ave. in Webster Groves, Missouri (generally bounded by Home Ave. on the north, Home Ave. and College Ave. on the east, N. Gore Ave. on the south, and N. Rock Hill Road on the west).

Other Missouri Facility Locations – 3844 S. Lindbergh Blvd. in Sunset Hills, 450 N. New Ballas Rd. in Creve Coeur, 1255 Graham Rd. in Florissant.

All of the projects to be financed, refinanced or reimbursed with proceeds of the Obligations will be owned and operated by the Borrower and its affiliates.  The Borrower, at its discretion, may allocate up to the entire maximum principal amount of proceeds of the Obligations to finance, refinance or reimburse all, a part, or none, of any of the above-described capital projects at each of such locations described.

The hearing will be open to the public.  In addition, prior to the date of the hearing, written comments may be submitted to the Authority’s Executive Director at the above listed address of the Authority.  The hearing is required by Section 147(f) of the Internal Revenue Code of 1986, as amended.
